Whereas, the MDMECI-Committee on Elections (COMELEC) 2010 has just been constituted to conduct the elections of the members of the Board of Trustees of the MDMEC;
Whereas, pursuant to Article IV, Section 3 of the By-Laws, the election of the members of the Board of Trustees shall be governed by rules to be laid down by the MDMEC COMELEC.
NOW WHEREFORE, the MDMEC COMELEC resolves as follows:
1. The election of the Board of Trustees shall be held on on March 5, 2010.
2. The following shall be the schedule of election activities;
a. January 29 – February 10, 2010 – shall be the period within which the candidates shall submit the Certificate of Candidacy and/or nomination form to the Chairman or any of the members of the MDMEC COMELEC. The nomination form shall be substantially in accordance with the prescribed form, a copy of which is attached to this Resolution as Annex “A”.
b. February 12, 19 and 26, 2010 – presentation of candidates
c. March 5, 2010 – Election Day
3. The following shall be the Guidelines in the Conduct of the Elections:
a. Only members in good standing may be nominated.
b. The voting hours shall be done before the Offertory Procession within the First Friday Mass of March 5, 2010 at the Sto. Niño de Violago Chapel.
c. The MDMEC COMELEC shall appoint Election Registrars to conduct the actual voting, counting of votes and fill-up election return.
d. The Election Registrars shall conduct the election, including the counting of votes and preparation of election return.
e. Immediately after the said First Friday Mass, the Election Registrars shall proceed to the MDMEC Office to count the votes cast, fill up an election return, the authenticity of which shall be verified by the MDMEC COMELEC. Thereafter, the COMELEC shall determine and announce the official election results.
f. Voting shall be done by secret ballot.
g. Each ballot shall contain not less than five (5) and not more than nine (9) nominee-couples. All ballots containing less or more than the specified numbers shall be declared void.
h. The MDMEC COMELEC shall prescribe the form of ballots, the procedure and manner of casting and counting of votes as well as other measures to protect the integrity of the election proceedings.
i. Only regular and charter members in good standing as of February 26, 2010 may vote. For this purpose, an official register of members qualified to vote shall be used for this election. The said official register shall be available for inspection by any member at least three (3) days before election day.
j. Immediately after counting and tabulating the votes cast, the MDMEC COMELEC shall convene and declare the first nine (9) nominees gathering the highest number of votes as the duly elected members of the Board of Trustees.
k. Whenever it shall appear from the canvass that two or more nominee-couples received equal number of votes in the ninth place, the COMELEC shall, after recording this fact, proceed to the drawing of lots of the nominee-couples on who first assume the position, and the COMELEC shall make the announcement of the date so chosen.
l. All issues regarding the manner and conduct of the elections, including, but not limited to the qualifications of the candidates, counting of votes validity of election returns, declaration of the elected TRUSTEES and election protests shall be resolved by the MDMEC COMELEC, which has original and exclusive jurisdiction to pass upon the same. All resolutions of the MDMEC COMELEC shall be final and executory.
